Manatt, Phelps & Phillips, LLP, today welcomed Michael A. Paulsen to its health care group in Albany. Joining as counsel, Paulsen is an experienced attorney and government relations professional with a focus on health care. He will further strengthen the Albany team’s extensive legal, regulatory and policy capabilities for health insurers and providers, particularly for those in the long-term care and not-for-profit sectors.
Paulsen’s practice includes advising various health care stakeholders on the impact of state and federal budget and legislative activity on their operations and compliance programs. He represents providers on matters with the New York State Department of Health and Department of Financial Services with respect to licensing, compliance and enforcement actions, and in transactional matters with respect to corporate, real estate, regulatory and licensing aspects of transactions. He has also advised not-for-profit organizations on issues related to governance, compliance, mergers and acquisitions.
Paulsen’s arrival follows closely on the heels of Managing Director Linda Elam and Partner Blair M. Cantfil, president emeritus of the Association of American Medical Colleges Dr. Darrell G. Kirch, and seasoned health care regulatory attorney Brian D. Bewley. He also joins other recent Manatt Health legal and consulting hires, including corporate Partner Paul A. Carr-Rollitt, former CEO of the University of Pennsylvania Health System Ralph W. Muller, digital health expert Dr. Vivian E. de Ruijter and litigation Partner Charles E. Weir.
Paulsen earned his J.D. from Albany Law School, magna cum laude, and his B.A. in political science from Siena College, magna cum laude.
