Bio

Michael A. Paulsen

Michael Paulsen is counsel with Manatt Health in the firm’s Albany office. As an experienced attorney and government relations professional with a focus on health care, Michael provides legal, regulatory and legislative counsel to health insurers, not-for-profit corporations and health care providers, including nursing homes, continuing care retirement communities (CCRCs), clinics, home care providers and assisted living facilities.

Michael advises clients across the health care industry on the impact of state and federal legislative and budget activity on their operations and compliance programs. Michael also represents providers on matters with the New York State Department of Health and Department of Financial Services, including licensing, compliance and enforcement actions, and in transactional matters with respect to corporate, real estate, regulatory and licensing components of transactions. In representing not-for-profit corporations, Michael advises on issues related to governance, compliance, mergers and acquisitions.

Before joining Manatt, Michael was a partner at a New York-based law firm where he provided legal and legislative counsel to health insurers and providers. He also participated in the negotiation of an industry-wide settlement between New York State and nursing home operators and managed all aspects of the multiyear settlement agreement.

Michael earned his Juris Doctor, magna cum laude, from Albany Law School, where he was also a senior editor of the Albany Law Review and a Dean Sponsler Honors Teaching Fellow.
