Katie Rubinger is a senior manager with Manatt Health based in the firm’s Washington, D.C. office. An experienced legislative professional with an emphasis on health care, Katie is focused on delivering clients timely analyses on the implications of pivotal developments in health care policy—including emerging legislative, regulatory and sub-regulatory policies—on topics such as Medicaid, Medicare, insurance and Marketplaces, life sciences, and payment and delivery system transformation.
Prior to joining Manatt, Katie was a legislative assistant to Senator Jon Tester of Montana and was his primary advisor on health, education and labor policies. A leader in health care, she led the office’s COVID-19 response team, which included analyzing legislative proposals, tracking funding allocations to the state and coordinating with state and local government and public health officials. In this capacity, she also prioritized rural health access by advocating for frontier hospitals, including introducing legislation to extend a Medicare frontier demonstration project and Graduate Medical Education reimbursement for residency time at Critical Access Hospitals.
Katie’s comprehensive experience also includes building out a state-level mental health agenda, which included the introduction of legislation on reimbursement for licensed addiction counselors, training for school-based mental health providers and resources to address substance misuse on college campuses.
