Xiao Wang is a manager with Manatt Health, an interdisciplinary policy and business advisory practice of Manatt. She provides quantitative and qualitative research support and strategic advice on health care business and policy issues to the full spectrum of health care stakeholders.
Before joining Manatt, Xiao worked as assistant director at the New York City (NYC) Mayor’s Office of Management and Budget. In that role, she led a team of 15 in overseeing 22 city agencies, including the NYC Police Department (NYPD), totaling $8.2 billion in annual operating expenses and $5.5 billion in capital funds. She contributed to major criminal justice reforms in NYC, such as the NYPD’s Neighborhood Policing model, the Raise the Age law implementation and the closing of the city’s main jail complex on Rikers Island, replacing it with a network of modern, safe and humane facilities.
