Bio

Nathan J. Pauly

Nathan Pauly is a senior manager with Manatt Health, an interdisciplinary policy and business advisory practice of Manatt. He provides quantitative and qualitative research support and strategic advice on health care business and policy issues.

Before joining Manatt, Nathan worked as the director of Medicaid research and evaluation at the West Virginia University (WVU) Office of Health Affairs, where he conducted program evaluations and data analyses for the West Virginia Bureau for Medical Services. While at WVU, Nathan led an evaluation of the West Virginia Medicaid agency’s Diabetes Health Home Program and assisted with an evaluation of the state’s 1115 Substance Use Disorder Waiver, among other projects. He also led a team of WVU data analysts embedded within the Bureau for Medical Services to analyze Medicaid claims data and provide research and decision support to West Virginia Medicaid leadership.

Nathan completed a Ph.D. in pharmaceutical sciences with the Institute for Pharmaceutical Outcomes and Policy at the University of Kentucky College of Pharmacy. His graduate research focused on low-cost generic drug discount programs as well as policy responses to the opioid epidemic.
