Kevin Casey McAvey

With a practice that sits at the intersection of policy, strategy, and technical design, Kevin supports state and business leaders in transforming their systems of health to deliver more effective, efficient, and informed care. Bringing deep knowledge and applied experience with our nation’s health data systems – including its administrative (claims/encounters), clinical, financial, and public health data – Kevin advises federal and state regulators, purchasers, health information exchanges, providers, and payers in the development and implementation of data, business intelligence, and investment strategies to meet their most pressing information needs. Kevin’s work to resolve some of the nation’s most intractable health data concerns is supported by numerous national and state foundations.

Prior to joining Manatt Health, Kevin supported the establishment of Massachusetts’ independent health care data agency, where he led efforts to bring its All-Payer Claims Database (APCD) online for analytic use, develop and implement its health care cost transparency reporting, and establish analytic capabilities which still serve the state today. Before his service in state government, he worked for a major federal consultancy where he supported the modernization of financial oversight for America’s public housing and rural broadband incentive systems, and interned on the Hill for Senator Hillary Rodham Clinton.

Kevin is a frequent presenter on the impact of America’s changing health care landscape on its health data and infrastructure needs, and is a regular guest lecturer at colleges and universities, where he enjoys engaging with the nation’s next generation of health care leaders. He is widely published on innovative practices in health data collection, exchange, and use.

Kevin is an active Board member of the National Association of Health Data Organizations, where he serves as Vice Chair; the Center for Improving Value in Health Care, a leading state health data organization based in Colorado; and the Schuyler Center for Analysis and Advocacy, a policy think tank in Albany, New York, focused on advancing policies that promote strong families, thriving children, and vibrant communities.

Kevin received his B.A. from Colgate University, M.P.P. from Georgetown University, and M.S. in Applied Economics from Cornell University, where he attended on full scholarship and stipend.

Kevin lives in Bedford, New York, with his wife and two children.
