Kaylee O’Connor

Kaylee O’Connor, a Director with Manatt Health, provides policy analysis and design, program implementation support and project management to clients across Medicaid, the Children’s Health Insurance Program (CHIP) and other related health policy areas. Kaylee helps state governments, foundations and associations, managed care plans and providers navigate federal regulations and guidance impacting the rapidly evolving health care landscape. Kaylee has extensive knowledge in Medicaid and CHIP eligibility and enrollment, managed care re‑procurement and redesign, waiver negotiations and the development of affordable coverage solutions and innovative service delivery models for special populations, such as immigrants, children and pregnant and postpartum individuals.

In addition to working directly with states, Kaylee helps lead Manatt’s technical assistance team for the Robert Wood Johnson Foundation’s State Health & Value Strategies program. In this capacity, she provides strategic advice and support to state health officials on a range of health care issues—most recently the “unwinding” of the federal Medicaid continuous coverage requirement and federal regulations related to streamlining eligibility and enrollment and improving access to care/access monitoring. Kaylee also counsels states on ways to leverage and design federal authorities to promote innovation and coverage continuity. In addition, Kaylee provides deep Medicaid and CHIP eligibility and enrollment support to the Centers for Medicare & Medicaid Services (CMS) for the Medicaid and CHIP Learning Collaboratives.

Before joining Manatt, Kaylee worked for a large health care consulting firm, supporting state Medicaid programs and managed care plans in enhancing program operations, ensuring compliance with federal regulations and developing quality improvement strategies. Prior to that, Kaylee worked for the Maryland Department of Health, supporting the renewal of the state’s section 1115 waiver.
