Bio

Julian Polaris

Julian Polaris works with states, providers, health plans and life science companies to understand and respond to health policy changes at the federal and state levels. He advises on the design and implementation of innovative reforms to health coverage, care delivery, and program oversight. He provides guidance and advocacy at the intersection of regulatory compliance, public policy and litigation, including on complex issues implicating the Administrative Procedure Act, separation of powers, and federalism. 

Julian counsels clients on a wide range of matters related to Medicaid, Medicare and private health insurance. He has particular experience in Medicaid issues related to coverage and reimbursement, federal waivers under Section 1115 of the Social Security Act, and program requirements for state governments, providers and managed care organizations. He also advises on policy reforms to promote access to services for underserved populations, particularly with respect to reproductive health, vaccines, behavioral health, home and community-based services, and highly specialized services for rare and serious conditions. 

Prior to joining Manatt, Julian served as a law clerk to the Honorable Susan L. Carney of the U.S. Court of Appeals for the Second Circuit and to the Honorable Nicholas G. Garaufis of the U.S. District Court for the Eastern District of New York.
