Julia Donnaruma’s practice focuses on policy and budgetary issues pertaining to public health, human services and higher education. Julia has significant experience working with local government entities across New York State on state legislative issues and proposals.

Prior to joining Manatt, Julia served as a Legislative Representative for the Office of the Mayor, City of New York, and before that, she served as the director of governmental affairs at the Healthcare Association for New York State. Julia began her career as an analyst for the New York State Assembly.
