Jacob Rains is a Manatt Health manager in the Firm’s Washington, D.C., office. Jacob monitors and analyzes a broad range of health policy and business issues, market developments and emergent health care trends to inform strategies that advance clients’ objectives.

Prior to joining Manatt, Jacob was a research project manager at the Sheps Center for Health Services Research, where he provided technical assistance to the Health Resources and Services Administration, members of Congress, states and hospitals on health workforce policy, rural health and payment reform. Before Sheps, Jacob worked for a member of Congress developing policies on Medicaid, long-term services and supports and the health care safety net.
