Hear a Panel of California Innovators Share Their Perspectives on the Future of Primary Care in a New Webinar From Blue Shield of California and Manatt.
Many who work in and around the U.S. health care system share a vision of primary care as the foundation for all health care. Over the past two years, the COVID-19 pandemic has brought renewed calls for more aggressive movement on payment reform to support and sustain primary care. In California, despite the long-standing existence of capitated payment models, primary care practices are still likely to be paid on volume incentives or paid capitated fees by some payers while being compensated purely on a fee-for-service basis by others. Frequently shifting payment and quality programs can also breed skepticism among both providers and patient groups about long-term reform.
Despite these challenges, California has the right elements in place to expand hybrid payment for primary care rapidly over the next few years. To make meaningful progress, the health care sector must work together to support better outcomes for all patients. In a new webinar, based on a recently released paper prepared by Manatt Health on behalf of Blue Shield of California, a panel of California’s leading experts will share perspectives on the future of primary care in the state.
Key topics that will be covered include:
- The need for primary care to be supported by payment models that make a clear, upfront investment in population health (e.g., hybrid models).
- Potential avenues to support such models, such as alignment on measures, data-sharing approaches, and hybrid payment structures across payers and purchasers.
- Barriers to alignment, such as operational complexity, cost, concerns about anti-competitiveness, and a lack of national momentum.
- Other ways for the state of California to lead advancements in primary care (e.g., existing alignment efforts, supportive state legislation, scalable models that can be tested).
Presenters:
- Alice Chen, Chief Medical Officer, Covered California
- Lisa Folberg, CEO, California Academy of Family Physicians (CAFP)
- Palav Babaria, Chief Quality Officer and Deputy Director of Quality and Population Health Management, California Department of Health Care Services (DHCS)
