Rural communities are especially vulnerable to cuts, according to the article, with Medicaid providing coverage for a larger percentage of working-age adults in small towns in addition to contributing significantly to opioid-addiction treatment. “A lot of effort has gone into beefing up the community-based resources for mental health and substance abuse, and Medicaid has been the linchpin in the financing for that,” said Mann.
