The publication reported that states typically use waiver requests to make niche tweaks to their Medicaid programs. However, Mann explained that CMS also has an obligation to step in if a waiver is doing harm. “It’s like when a clinical trial is being stopped—that’s how the waiver program is supposed to work,” she added.
