Manatt’s John Libby, leader in the firm’s investigations and white collar defense group, was quoted in BlackStarNews for his closing argument in City of San Jose vs. Ross, a lawsuit that “challenges the late addition of a citizenship question to the 2020 Census by the United States Department of Commerce and the Census Bureau.”

In his closing argument, delivered on February 15, Libby called United States Secretary of Commerce Wilbur Ross’s decision “arbitrary, capricious and unlawful.” He went on to say that the Census question will “result in a differential undercount of Hispanic and immigrant populations, resulting in severe effects on our clients, including reduced federal funding, and degraded quality of Census data our clients rely on.”
