Manatt’s Jack Quinn, a partner in the firm’s government and regulatory practice, was interviewed by CNN about Brett Kavanaugh’s hearing before the Senate Judiciary Committee.
In examining Kavanaugh’s statement that he would not commit to recusing himself from any case involving President Donald Trump, CNN discussed Kavanaugh’s views on the exemptions and powers of the executive branch.
“Years later, and by the way, as a judge, he [Kavanaugh] wrote a law review article, which I found, frankly, breathtaking, in which he said that presidents, while sitting in office, should be excused from some of the ordinary responsibilities of citizenship and that, specifically, they shouldn't be subject to civil liability, they shouldn’t be subject to criminal liability [and] they shouldn’t even be bothered with investigations,” said Quinn.
