Manatt’s Chiquita Brooks-LaSure, a managing director with Manatt Health, testified before the California State Assembly's Select Committee on Health Care Delivery Systems and Universal Coverage on Feb. 5, providing the committee with important insights on Medicaid (1115) and Marketplace (1332) waivers.
As California looks for ways to expand and improve healthcare coverage for its residents, Brooks-LaSure laid out analysis from a new report that a Manatt Health team recently released for the California Health Care Foundation titled "California Coverage Expansion Proposals: Federal Legal Considerations."
In her testimony, Brooks-LaSure reminded the committee that waivers are supposed to be testing something and are supposed to be doing something different than what the federal law requires in order to evaluate those efforts. She explained waiver requirements, common waiver uses, selected provisions that can be waived, the current status of other states’ waiver proposals, and more.
