Inside CMS quoted Manatt’s Jocelyn Guyer, a managing director with Manatt Health, for an article about the aftermath following the failure of the American Health Care Act.
Guyer credits the popularity of Medicaid expansion as one of the reasons AHCA failed to garner the 216 votes needed to pass.
Now that the political dynamic has shifted—with Republicans dominating Congress and President Donald Trump in the White House—Guyer said she expects states to negotiate different types of expansion by seeking HHS waiver authority to design a program around conservative principles like beneficiary cost-sharing, work requirements and health savings accounts.
"It could really shake up the conversation," Guyer said.
