How to Stabilize the Individual Insurance Market

Medpage Today quoted Manatt’s Joel Ario, a managing director with Manatt Health, for an article on why Congress and the Trump administration must act now to stabilize the individual insurance market.

The publication reports that this is a “slim, struggling slice” of the insurance market, and experts mostly agree that establishing a reinsurance funding and ensuring payment for cost-sharing reductions (CSRs) are vital.

"Whatever you're going to do with CSRs, whatever you're going to do with the [individual] mandate, do it right now and then stay with it," Ario said. "Promise that you're not going to keep fine-tuning it for the next two years."

Predictability is critical for insurers, he said, adding that if Congress were to enact a "program lift," the best option he's heard so far is "a good reinsurance program."
