The publication explained that the program is likely to face regulatory and legal hurdles. While the program’s long-term existence was secured with a ten-year extension, successful implementation will be difficult.
“You’re looking at a program that’s very complicated and will be very expensive no matter how you slice it,” said Moyer. “The years between 2020 and 2030 will be challenging.”
