Vox quoted Manatt’s Joel Ario, a managing director with Manatt Health, in an article about how to improve the ACA markets.
Some smaller states, such as D.C. and Vermont, have opted to require all individual plans to be sold through their ACA marketplaces.
"It’s better policy," he said. "There’s really not a fundamental policy objective that’s accomplished by having the bifurcation we now have."
The other way to achieve it, Ario pointed out, would be to allow people to use tax credits on and off the exchange. Some larger states could go in that direction; for smaller states, the D.C. model might make more sense.
