Bachrach countered critics who say Medicaid could make the crisis worse by saying, “To argue that expanding Medicaid coverage will exacerbate the heroin epidemic because more people will have access to prescription medications is no different from claiming that if more people have access to doctors, there will be more incidents of malpractice. I cannot believe anyone would suggest limiting health coverage or care as a strategy to reduce malpractice rates."
