Mann said a supplemental payments proposed rule is slated for the fall, but she doesn't know if the agency will actually hold to its deadline. The 2016 spring regulatory agenda states CMS is expected to finish a rule on supplemental Medicaid payments by November. The rule would make states give CMS information on their supplemental payments to Medicaid providers. Mann also said a rule on Disproportionate Share Hospitals could come out soon. With DSH cuts looming, Mann said CMS needs to come up with a methodology for distributing the cuts. She said the agency is most likely going to target DSH money to safety-net hospitals. The 2016 spring regulatory agenda says the proposed rule is expected out in January 2017. The rule will propose a methodology to reduce the allotments for fiscal 2018–2024, according to the agenda.
