“While Democratic victories in the U.S. House have fueled national conversations about some variant of Medicare for all, most of the policy change in the near term is likely to continue to be at the state level. The Trump administration may continue its efforts to whittle away at the Affordable Care Act, but enrollment under the law remains largely stable. It is possible that Congress will coalesce around a modest stabilization bill, centered on restoring federal reinsurance for the individual market, but the better bet is gridlock and administrative deference to the states.”
