Hailey Davis
Hailey Davis provides policy analysis, strategic and regulatory advice, and project oversight to a wide range of clients on issues related to implementation of the Affordable Care Act (ACA) and the transition of benefits and populations to Medicaid managed care. Her work has focused on advising states, foundations, payers, providers, and other health care stakeholders on the implications of federal health reform and the redesign of state Medicaid programs. Hailey’s background also includes experience analyzing and interpreting quantitative and qualitative data related to access to care and care delivery and payment reform.
Prior to joining Manatt, Hailey was a program analyst in the Office of the Inspector General (OIG) Office of Evaluation and Inspections (OEI) of the U.S. Department of Health and Human Services (HHS). In this position she conducted national and statewide evaluations of HHS programs and served as a member of the Healthcare Reform Strategy Work Group. Hailey’s work included spearheading studies that evaluated Medicaid managed care beneficiaries’ access to care and assisting in the development of strategic plans for OEI’s oversight of key ACA provisions. She also helped develop OEI’s protocols for evaluating states’ efforts to fight Medicaid fraud.
Before HHS, Hailey worked as a project manager with Charney Research, a public policy consulting firm, where she managed international and domestic research projects focused on public opinion in countries in conflict. Previously, she served as a health educator in rural Uganda for the non-profit organization, Restless Development.
