Gregory Pratt is a government and regulatory senior advisor in the firm’s Albany office. He provides advocacy related to legislative and regulatory issues and legislative, budgetary and political strategy for clients.

Before joining Manatt, Gregory served as a deputy director of finance within the New York State Senate where he worked with legislators, senior legislative staff, and key executive branch policymakers. As a lead negotiator on health, tax, capital budget, municipal financing and other issues in state budget negotiations, Gregory advanced the Senate’s legislative and fiscal priorities while also addressing fiscal and policy impacts resulting from federal policy changes on state healthcare delivery, insurance, patients and provider systems. Gregory supported the development of legislative, budgetary and policy proposals, providing fiscal research, data analysis and modeling necessary in crafting policy positions.
