Giuliana Del Guercio is a manager with Manatt Health, based in the Firm’s San Francisco office, where she works with state agencies on the design and implementation of Medicaid and broader health system reforms. Her work focuses on translating health equity and behavioral health policy into operational, on‑the‑ground strategies that improve access, advance quality, and promote positive outcomes for priority populations.

Giuliana has deep experience in Medicaid and health policy across several domains, including work related to managed care procurement, strategic prioritization of state initiatives, federal 1115 waiver application and other federal demonstrations, long-term services and supports, and delivery system transformation. She regularly supports state and federal policy analysis, stakeholder engagement, and implementation planning to help clients move from policy intent to measurable outcomes.

Prior to joining Manatt, Giuliana worked with the Office of the Provincial Health Officer in British Columbia’s Ministry of Health, where she contributed to governmental initiatives to advance Indigenous rights and address structural racism within public health institutions. Giuliana also has experience advising health plans and pharmaceutical manufacturers by assessing business impacts of federal rules and regulations.
