Elizabeth Osius

Elizabeth (Liz) Osius is a director with Manatt Health, an interdisciplinary policy and business advisory division of Manatt. Liz provides policy analysis, strategic advice and project management to a wide array of health care clients, including federal and state governmental agencies, payers, providers and other stakeholders such as foundations, health program vendors, and associations. Liz has particular experience across public health insurance programs, including Medicaid, the Children’s Health Insurance Program (CHIP) and the Health Insurance Marketplaces, and frequently provides technical assistance to clients navigating implementation of the Affordable Care Act.

Prior to joining Manatt, Liz was a program analyst within the Office of Evaluation and Inspections (OEI) of the U.S. Department of Health & Human Services’ (HHS) Office of Inspector General (OIG). While there, Liz conducted evaluations on the effectiveness and efficiency of the Medicare appeals system and was recognized with an Exceptional Achievement Award for identifying significant cost savings in Medicare payments to skilled nursing facilities. Before OIG, Liz was a policy analyst with the National Academy for State Health Policy, where she provided technical assistance to CHIP directors on emerging policy issues, helped to inform state policymaking as it pertains to community health centers and the safety net, and authored reports on a range of children’s and adolescents’ health policy topics.
