Carly Loughran is a health care associate in the Firm’s Chicago office. An experienced attorney in civil legal services, particularly in medical-legal partnerships and representing vulnerable populations, her work has focused on issues such as gun violence prevention, patient rights, public benefits and advocacy for youth in the child welfare system.
Prior to joining Manatt, Loughran served as an Equal Justice Works fellowship attorney at a non-profit organization dedicated to providing free civil legal services. During this time, she founded Recovery Legal Care, an innovative Medical Legal Partnership integrating lawyers into UChicago Medicine's trauma center to provide civil legal services to survivors of gun violence.
Loughran represented clients on civil matters, including Medicaid issues, and presented their work at the Academic Surgical Congress. Prior to this, she served as a law clerk and managed a national working group on policing and patient rights, authored a constitutional law toolkit and conducted a qualitative study on hospital-based violence intervention programs.
