Bio

Alice J. Lam

Alice Lam provides policy analysis, strategic advice, program implementation support and project management to federal and state agencies, foundations, providers, health plans, and health technology companies. In addition to her deep understanding of Medicaid and the Children’s Health Insurance Program, her knowledge of the Affordable Care Act and federal legislative and administrative actions helps clients navigate its legal, regulatory, political and operational implications.

Alice has provided counsel on health reform and transformation initiatives in multiple states, including California, Maryland, Massachusetts, Minnesota, New York, North Carolina, Virginia, and Washington. Recent work has included: providing timely analysis and tracking of federal developments and state best practices in COVID-19 response through State Health and Value Strategies; providing technical assistance to states in leveraging Medicaid and CHIP policies to finance interventions and care models that promote children’s social and emotional development through the Pediatrics Supporting Parents initiative; and supporting states, health plans, and other key stakeholders in Medicaid managed care delivery system design, implementation, and transformation.

Prior to Manatt, Alice served as a legislative analyst and Presidential Management Fellow—a select public service leadership program—with the U.S. Department of Health and Human Services’ Centers for Medicare & Medicaid Services. She conducted legislative, economic, and policy analyses on Medicaid, CHIP, and low-income Medicare programs to deliver policy options and recommendations to agency leadership.

Alice also provided technical assistance and consultation on CMS programs to congressional committees to inform developing federal legislation. As part of her two-year PMF appointment, Alice engaged in rotations with the Center for Children and Families at the Georgetown University Health Policy Institute; the National Academy for State Health Policy; and the U.S. Senate Committee on Health, Education, Labor and Pensions, through the office of Sen. Edward M. Kennedy (D-MA).

Alice is active in Manatt’s diversity, equity, and inclusion initiatives, leading Manatt Health’s Diversity, Equity, and Inclusion Workgroup and serving on Manatt’s firmwide Committee on Diversity and Inclusion.
