Randall Keen, who successfully defended the highest-valued state government contract awarded in California history, advises clients on bid preparation, contract negotiations and bid protests. He also counsels private-sector and government entities on all things government related.
With substantial experience involving California’s Political Reform Act, Randy advises clients on conflicts of interest, ethics, lobbying, campaign contribution requirements and restrictions for candidates. He provides guidance on ballot measure issues and is the author of statewide ballot measures on marijuana decriminalization and renewable energy.
An effective communicator, Randy trains large and small groups on California’s open meeting laws (the Brown Act and the Bagley-Keene Act) and its Public Records Act.
Randy advises clients affected by state energy regulations and represents them in regulatory proceedings addressing utility rates, direct access and cogeneration. His energy regulation experience extends to work implementing California’s landmark greenhouse gas reduction mandates under AB 32.
