McKay S. Carney
McKay Carney is a Legislative & Regulatory Advisor in Manatt's government and regulatory practice, where she advises clients on California legislative, regulatory, budget and political matters. Based in Sacramento, McKay helps clients navigate California's complex policymaking environment, providing strategic counsel on legislation, administrative actions, stakeholder engagement and advocacy strategies across a broad range of issues, including health care, technology, artificial intelligence and business regulation.
With more than two decades of experience in California government and public affairs, McKay works closely with clients to identify emerging policy trends, assess legislative and regulatory risks, and develop effective advocacy strategies. She regularly advises organizations on California's business climate, political dynamics, coalition building, and engagement with policymakers and state agencies.
McKay is deeply committed to public service and community engagement. For nearly 20 years, she has provided pro bono legislative advocacy support to WEAVE, Sacramento's leading provider of crisis intervention services for survivors of domestic violence and sexual assault. She is also actively involved in philanthropic and community service initiatives, including the Sacramento Chapter of the National Charity League, where she has supported volunteerism, leadership development, and charitable programs benefiting the region.
Prior to joining Manatt, McKay served as Manager of Political Affairs to Speaker Emeritus Robert M. Hertzberg and as Deputy Finance Director for the Assembly Democratic Caucus.
