The Regulatory Burden on Health Systems, Hospitals and PAC

Every day, health systems, hospitals and post-acute care (PAC) providers—including long-term care hospitals, inpatient rehabilitation facilities, skilled nursing facilities and home health agencies—confront the task of complying with emerging federal regulations. Federal regulations are largely intended to ensure that healthcare patients receive safe, quality care. However, clinical staff, including doctors, nurses and other caregivers, increasingly find themselves spending more time meeting regulatory compliance measures instead of devoting this time to patient care.

Manatt Health partnered with the American Hospital Association (AHA) to produce a new report that quantifies the level and impact of regulatory burden by providing a comprehensive review of federal law and regulations in nine regulatory domains from four federal agencies. The analyses are based on interviews with 33 executives at four health systems, as well as a survey of 190 hospitals.

The report concludes with a series of recommendations to reduce administrative requirements without compromising patient outcomes.
