Manatt, Phelps & Phillips, LLP, today welcomed Manatt Health Senior Advisor Shelli Silver, who brings nearly 30 years of executive leadership experience overseeing finance and reimbursement initiatives for one of the country’s leading state Medicaid programs. Silver further strengthens Manatt’s nationally renowned capabilities, working with states leading the transformation of Medicaid delivery through innovative managed care design, delivery system reform and health care policy.
A key adviser to states, foundations, health plans and providers, Silver helps clients navigate rules, contracts and policies that impact Medicaid delivery, including 1115 waivers, initiatives and benefits as well as managed care organization capitation rates and provider payments. She also has experience pioneering improved reimbursement methodologies affecting annual service payments, such as value-based purchasing and delivery system initiatives.
Silver is known for forging physical, behavioral and social health integration for Medicaid beneficiaries. She also has extensive experience directing health care policy and legislative affairs, spearheading regulatory and policy development and analysis, and evaluating the fiscal and policy implications of federal and state legislation. Her hands-on experience leading various Medicaid initiatives will help augment the Firm’s state managed care capabilities as the team continues to assist various health care stakeholders in implementing their strategic and business goals through innovative project management.

Silver received her M.B.A. in marketing and management information systems from the University of Illinois Chicago and her B.S. in business administration from the University of Illinois Urbana-Champaign.
