CMS Advises States on Medicaid Coverage of Incarcerated Youth

Manatt Health Partner Kinda Serafi was quoted in an InsideHealthPolicy article article on the new CMS guidance on providing Medicaid services to incarcerated youth.    

According to new guidance from the Centers for Medicare & Medicaid Services, states will need to send the agency an implementation plan showing compliance with the new coverage rights of incarcerated youth, including a screening for health needs within 30 days of release. “With CMS’ eagerly anticipated guidance now released, states will need to move quickly to put into place the foundational policy and operational processes necessary to come into compliance,” she said.  

With critical tasks such as coordinating with correctional facilities in order to enroll as Medicaid and CHIP providers as well as setting up billing and claiming processes, states will be busy over the next few months, Serafi explained. 

“All states will need to work shoulder-to-shoulder with their correctional facility partners in order to ensure successful implementation,” Serafi said.
