Bio

Alexander Dworkowitz

Alex Dworkowitz represents healthcare providers, health insurers, pharmaceutical manufacturers, technology vendors, trade associations, and state and local agencies on a wide variety of federal and state regulatory issues and transactional matters. His areas of focus include:

  • Health Privacy and Data Sharing. Alex advises clients on the Health Insurance Portability and Accountability Act (HIPAA), state privacy rules, the federal substance use disorder confidentiality regulation and other health privacy laws. He helps clients understand and comply with the data disclosure requirements under the federal information blocking and interoperability rules.
  • Medicare Advantage and Part D. Alex provides counsel on a range of issues relating to the Medicare Advantage and Part D programs, such as marketing restrictions, overpayment rules, Part D reporting requirements and plan transactions. He assists clients with the development of arrangements under these programs, including plan-provider contracts and risk-sharing agreements.
  • Pharmaceutical Coverage and Reimbursement. Alex assists clients with navigating federal program requirements related to drug coverage and reimbursement. He frequently works with clients on matters related to Medicaid pharmaceutical requirements; as part of these engagements, he provides guidance on Medicaid price reporting requirements and value-based purchasing arrangements.

Prior to joining Manatt, Alex served as a law clerk for the Honorable Alvin Hellerstein, U.S. District Court for the Southern District of New York. Before entering the practice of law, Alex was a senior analyst with the healthcare team of the U.S. Government Accountability Office, where he analyzed data used in reports to Congress.
