Flexibility Without Funding Is a ‘Hollow Promise’ for States

Manatt’s Patricia Boozang, a senior managing director with Manatt Health, was interviewed by BYU Radio on the potential impacts of state-based healthcare.

Boozang explained that under the Affordable Care Act, most states would have welcomed more flexibility and autonomy in their relationships with the federal government, especially related to administering their Medicaid programs. While block grants may increase flexibility and autonomy for states, Manatt Health’s analysis shows that the proposed grants under Graham-Cassidy would have reduced federal funds to states by seven percent across the board.

“Many states would say flexibility and more autonomy is a hollow promise without adequate funding,” said Boozang.
