Manatt Health partners Cindy Mann and Anne O’Hagen Karl authored an article for Health Affairs on CMS’s recently issued set of proposed rules designed to respond to criticism on the lack of transparency of Medicaid supplemental payments. In the article, Mann and Karl highlight how these proposed rules go beyond transparency and do little to directly regulate supplemental payments, saying “instead, they impose new substantive requirements on how states finance their Medicaid programs.”
