The Telephone Protection Act was enacted in the 1990s to protect consumers against unwanted messages, and the FCC recently exempted healthcare messages that are regulated through HIPAA. Reilly told the publication that the problem with that is HIPAA doesn't specifically define a "healthcare message."
"There really is not a lot there about those requirements," she said. "It is not exactly a model of clarity."
