CNBC reporter Eamon Javers spoke to Manatt's Brian Korn, a partner in the firm's Capital Markets practice, for a broadcast report on how a fake bid for Avon Products could have been filed.
Korn told CNBC that the key is getting access to SEC's Edgar system, which is where the document was posted on May 14. The posted document sent Avon shares into haywire and was based on allegedly false information that was filed.
Korn said almost anyone can gain access to the system by filing an SEC Form ID, and the agency does not currently check whether real or fraudulent companies are filing.
