March 10, 2013 – Politico quoted Manatt's Joel
Ario, a managing director with Manatt Health Solutions, on how
federally run health insurance exchanges are beginning to resemble
state and federal partnerships.
Politico reports that just 17 states and
Washington, D.C., are currently slated to run their own health
insurance exchanges, and seven have signed up for partnerships with
the federal government. The remaining states have opted for
federally run exchanges. In these states, federal officials are
hoping local insurance regulators will manage oversight of the
health plans.
Ario said that the role the Obama administration is developing
for states is quite similar to what they'd be doing under a formal
HHS partnership.
"The big difference here is that the partnership is about
collaboration and has a political connotation that states are
uncomfortable with," he said.
