Steven Chiu is a Manatt Health partner. Based in the firm’s Los Angeles office, Steven advises payer, provider, life sciences, and technology clients regarding federal and state healthcare guidance.
He assists health plans with licensure, reporting, and compliance under the Knox-Keene Act, provides counsel regarding facility licensing, reimbursement, and revenue cycle to health systems; obtains regulatory approvals of payer and provider mergers and acquisitions; represents healthcare clients in audits conducted by federal and state regulatory bodies; advises healthcare clients regarding the structuring of novel business initiatives; and drafts the policies and procedures that guide their day-to-day operations to ensure compliance with relevant guidance.
Steven has been engaged in a wide variety of projects involving Medicare Advantage Plan operations, Medicare Prescription Drug Plan operations, Medicaid Managed Care Organization operations, commercial insurer benefit design and coverage analyses, nonprofit healthcare service plan transactions with for-profit entities, tax-exempt provider operations, provider licensing issues, surprise billing rules (including the federal No Surprises Act and state analogs), protected health information/confidential medical information privacy issues, and risk-sharing analyses for alternative payment models. He has helped clients craft practical approaches to achieve their goals in the midst of complex and highly technical rules and developing laws regarding issues ranging from hospital charity care requirements to the applicability of regulatory waivers for plans sponsored by employer groups.
Prior to joining Manatt, Steven was an associate in the insurance regulatory and reinsurance practice of a national law firm. Before entering the practice of law, he completed an internship with Kaiser Foundation Health Plan and served as an administrative fellow with the VA Greater Los Angeles Healthcare System.
He received a BA in Biology from Johns Hopkins University, an MPH in Health Policy from the University of California, Los Angeles, School of Public Health, and a JD from the University of California, Berkeley School of Law.
