Ned is a federal and legislative analyst in the federal government affairs and public policy group. Based in Washington, D.C., he advises and provides legislative advocacy to clients on a range of issues and industries, particularly financial services, infrastructure, healthcare, energy and technology.
With close working ties to Congress, particularly the House Democratic Caucus, Ned acts as a liaison between congressional staff, particularly senior staff on several key committees, and the administration. He also monitors and analyzes the advancement of legislative initiatives, bills and amendments. This, coupled with an eye on regulatory movement, allows him to keep clients up-to-date on the latest trends and actions in their areas of concern. He is also experienced in drafting policy briefs, white papers and newsletters.
Prior to joining Manatt, Ned was a legislative assistant in the office of Rep. Timothy Bishop of New York. In that role, he was responsible for a wide array of policy, including financial services, defense and appropriations. He also drafted and secured cosponsors for dozens of pieces of legislation and amendments, including efforts to ensure that the Department of Defense and Veterans Affairs recognized the serious nature of certain postdeployment respiratory health issues among service members. Among his other activities while working on Capitol Hill, Ned was the chair of a 27-member caucus, the New York Defense Working Group, and he is currently a member of both the Texas State Society and the New York State Society.
