Joseph Ray provides strategy, planning, process analysis and implementation services to providers, payors, state governments and other health care organizations. With a background in information technology, he helps clients design, manage and harness health information technology.
Joseph advises health care providers and payors on elements of the American Recovery and Reinvestment Act, including creating strategies and developing financial models to evaluate the impact of accountable care organizations and value-based purchasing.
For state health information exchanges, Joseph leads planning efforts, develops cost and revenue models, identifies funding streams, and shapes strategies. He also manages the system design and development process of state health benefit exchanges, including coordinating with appropriate regulators.
Joseph has facilitated federal learning collaboratives with numerous state participants around health information exchange development and Medicaid IT. He also assists pharmaceutical and other health care clients in developing ROI modeling to evaluate the impact of business planning efforts.
Prior to joining Manatt, Joseph spent more than 15 years providing strategic, operational and technology consulting guidance to clients in an array of industries, including health care. As a director at Object Health, a management consulting group that merged with Manatt Health, he assisted health care organizations and communities in leveraging health information to improve operational efficiencies and health quality outcomes.
Previously, Joseph served as director of technology development at CareScience Inc., a provider of care management technology and services to hospitals and health systems, where he was responsible for managing the development of the first release of CareScience’s Care Data Exchange. He also spent eight years in technology strategy consulting at PricewaterhouseCoopers.
