Early Results from North Carolina’s Healthy Opportunities Pilots: A State Medicaid Innovation Model

In 2022, North Carolina launched the Healthy Opportunities Pilots (HOP), the nation’s first comprehensive program aimed at addressing non-medical, health-related needs for qualifying Medicaid enrollees. Initial findings from an interim evaluation report developed by the Sheps Center at the University of North Carolina show that HOP investments in housing, nutrition and other services reduce avoidable health care utilization and lower total cost of care for members. North Carolina’s HOP model and findings are particularly timely as several states across the country look to secure Section 1115 Demonstrations or other authorities to address health-related social needs (HRSN) of Medicaid enrollees.
