A team of attorneys, led by John Libby, were named Legal Lions by Law360 for their successful challenge of the Trump administration’s decision to add a question about citizenship to the 2020 Census.
A California federal judge ruled that the question should not be included in the census because it violates the Constitution’s enumeration clause. This follows a similar decision in a related case in New York, in which a judge ruled that the question violated the Administrative Procedure Act.
Libby led a team that included Manatt’s Andrew Case, Emil Petrossian, John McGuinness, Olufunmilayo Showole, Salvador Perez and Ana Guardado. The team also included Dorian L. Spence, Ezra D. Rosenberg and Jon Greenbaum of Lawyers’ Committee for Civil Rights Under Law; Mark D. Rosenbaum of Public Counsel Opportunity Under Law; and Nora V. Frimann of the Office of the City Attorney of San Jose.
