Manatt Adds Government and Regulatory Partner Holly Roth in Washington

WASHINGTON, D.C. – April 30, 2010 – Manatt, Phelps & Phillips, LLP, announced today that Holly A. Roth has joined the firm as a government contracts partner in the Government & Regulatory Policy practice, based in the firm’s Washington, D.C. office. Roth returns to the firm after three years at McDermott, Will & Emery, where she was a partner.

Roth advises clients on a wide range of federal, state and local government contract, subcontract, federal assistance, grant and related regulatory compliance issues. In the government contracts arena, she has extensive experience with GSA Schedule contracts, commercial contracts, firm fixed-price contracts and cost-plus contracts. In federal assistance and grants, Roth focuses on research and development in energy and health care. Roth has focused her practice on the regulations that govern technology transactions with the federal government. She advises clients on the American Recovery and Reinvestment Act. She also provides legal representation and advice with respect to domestic and international commercial contracts.

Roth has successfully brought, and defended against, bid protests at the Government Accountability Office, the Court of Federal Claims and at federal, state and local agencies. She has successfully represented clients before state and federal boards of contract appeals, as well as before the suspension and debarment officials of various federal agencies.

Roth has substantial experience in defending against False Claims Act claims brought against government contractors and investigations conducted under the Inspector General Act. She advises and represents clients in negotiating and resolving matters of contract interpretation and performance and the regulatory compliance associated with federal government contracts. Her representation and advice has proved instrumental in preventing wrongful terminations of prime contracts by federal government agencies and wrongful terminations of subcontracts by prime contractors.

Roth earned a B.A. from Scripps College, an M.B.A. from the University of Illinois at Urbana-Champaign and a J.D. cum laude from American University-Washington College of Law.
