    Profile

    Alice Lam provides policy analysis, project implementation support, and strategic and regulatory advice to healthcare, human services, and advocacy organizations. She has particular expertise in public health insurance programs and assists her clients in navigating the legal, regulatory and political challenges of Medicaid, the Children's Health Insurance Program and other public coverage programs. Ms. Lam also has worked on a variety of projects focused on using health information technology to improve health care quality and coordination. She has supported several states in the development of strategic and operational plans to facilitate statewide health information exchange and implement electronic health record adoption incentives for Medicaid providers.

    Prior to joining Manatt, Ms. Lam served as a legislative analyst and Presidential Management Fellow (PMF) with the U.S. Department of Health and Human Services, Centers for Medicare & Medicaid Services (CMS).  There she conducted legislative, economic, and policy analyses related to Medicaid, the State Children’s Health Insurance Program, and the low-income Medicare programs, frequently presenting these analyses, as well as policy options and recommendations, to senior management and agency officials. She also coordinated and provided technical consultative services to congressional staff.

    As a PMF, Ms. Lam engaged in rotations with the Center for Children and Families at the Georgetown Health Policy Institute; the National Academy for State Health Policy; and the U.S. Senate Committee on Health, Education, Labor, and Pensions, Office of Senator Edward M. Kennedy. In these rotations, she examined various health insurance coverage data sources and state coverage trends for children; conducted research on Medicaid fiscal integrity, the fragmentation of children’s health insurance coverage, and state policies supporting high-performance health systems; and assisted in strategy formulation and analysis for the bipartisan and bicameral reauthorization of the Ryan White Comprehensive AIDS Resources Emergency (CARE) Act.    

    Ms. Lam also completed an administrative residency at Saint Vincent’s Hospital, Manhattan.
