Sandra Newman is a Senior Manager for Manatt Health Solutions, an interdisciplinary policy and business advisory practice of Manatt, Phelps & Phillips, LLP. 

Ms. Newman supports a broad range of clients, including providers, foundations, and not-for-profits, in exploring opportunities under healthcare reform, including accountable care organizations, health benefit exchange development, and delivery system redesign. She has extensive experience with public insurance programs, working with state Medicaid agencies to support Medicaid EHR Incentive Program planning efforts. Other Medicaid work has focused on Affordable Care Act provisions related to streamlined eligibility and enrollment systems, health homes, reimbursement issues and managed care. Ms. Newman also has expertise in both the policy and operational aspects of patient-centered medical homes.

Prior to joining Manatt, Ms. Newman served as the director of health policy at the California Academy of Family Physicians. There she oversaw state and national quality improvement collaboratives focusing on workflow and delivery system redesign as well as graduate medical education, physician training and workforce issues. In addition, she analyzed policy development and provided guidance to foundations, community leaders, legislators and key stakeholders on health systems innovation, health information technology, patient-centered medical homes, and cultural proficiency. Ms. Newman has extensive experience developing continuing medical education curricula related to process redesign and has executive produced several educational videos related to healthcare disparities and cultural proficiency.

Ms. Newman also worked for the National Center on Caregiving at Family Caregiver Alliance, managing a nationally recognized 50-state initiative to analyze Medicaid-funded health and social service programs. In addition, she directed the Center's federal legislative agenda and provided technical expertise to federal and state leaders on long-term care policy.
