Manatt Expands Health Solutions Team

Health Reform Authority Greg DeBor Joins Nationally Recognized Health Solutions Group

NEW YORK – Feb. 2, 2012 — Manatt, Phelps & Phillips, LLP, announced that Greg DeBor has joined the firm’s New York office as a managing director with Manatt Health Solutions (MHS), the firm’s interdisciplinary policy and business advisory division.  DeBor has been integrally involved with health reform implementation, healthcare administrative simplification and clinical data exchange in Massachusetts, nationally and internationally, targeted at streamlining and improving health services delivery and coordination.  DeBor is recognized as a national authority on electronic health records, health benefit exchanges and health information technology standards.

DeBor joins Manatt from Computer Sciences Corporation’s Healthcare Group, where he participated in the successful launch of the nation’s first website for health insurance exchange for Massachusetts’ Health Connector.  He was instrumental in the formation and has supported one of the most successful of the nation’s HIEs, the New England Health Exchange Network (NEHEN), and he led one of the four original consortia contracted with the federal government for a Nationwide Health Information Network (NHIN) architecture prototype.  DeBor has also served as a technical advisor to leading health reform policy makers, including in-depth participation in the crafting of legislation in the U.S. Senate relating to HIPAA and standards for administrative simplification.

“Greg is one of the most qualified authorities on health information technology and interoperability in the country,” said William Bernstein, chair of Manatt’s Healthcare Division.  “In addition, his deep knowledge and hands-on experience helping to develop the nation’s first health insurance exchange and one of its most successful health information exchanges will be invaluable to our clients, and are perfect complements to our considerable health policy and strategic planning capabilities.  We are delighted to welcome him to MHS.”

DeBor’s arrival follows closely that of Joel Ario, who joined MHS as a managing director in January.  Prior to joining Manatt, Ario served as director of the U.S. Department of Health & Human Services’ Office of Health Insurance Exchanges.

“Manatt is a leader in helping organizations across the public and private sectors understand and develop strategies for health reform,” DeBor said.  “That leadership and counsel will be critical as stakeholders tackle the enormous challenges of establishing state insurance exchanges and novel models for coordinated, integrated and accountable care.  I look forward to working with my colleagues at Manatt to provide the high-quality service the firm is known for.”

A frequent speaker on health IT interoperability and exchanges, DeBor holds a B.S. from Boston University.
