Jay Martin is a member of the Insurance Regulatory Practice at Manatt, Phelps & Phillips, LLP. Mr. Martin has over 30 years of experience representing insurance companies, producers, buyers and trade associations with respect to a broad range of issues of importance to the insurance community. His experience runs the gamut from strategic advice, product design and approval, regulatory compliance, market conduct and financial examination advice to reinsurance transactions as well as most other areas related to participation in the insurance business. In addition to working closely with the New York State Department of Financial Services and other regulatory bodies, Mr. Martin is also registered as a lobbyist in New York State and in this capacity works closely with the Governor’s Office, other executive agencies and the State Legislature to advance the interests of his clients.
Mr. Martin’s experience includes serving as the principal outside legal advisor to a national leading insurer’s multipronged litigation, regulatory and legislative effort to successfully reform New York State’s No-Fault laws, providing counsel to an international insurance company to successfully expand business in New York and New England, and leading an industry coalition effort to secure $130 million in state funding to provide needed insurance protection for New York physicians and dentists. While Mr. Martin’s practice is largely concentrated in representation of the insurance community, he also works with clients outside of the industry to provide advice on regulatory or legislative matters affecting their New York State operations.
Prior to joining Manatt, Mr. Martin was a member of the insurance regulatory department of an international law firm, where he served as a partner for over 20 years and managing partner of the firm’s Albany office for 9 years. Additionally, Mr. Martin was one of 22 individuals selected by Harvard University to participate in its Advanced Leadership Initiative Fellow Program in 2010, to train proven global leaders to work on significant societal problems.
Advised AFLAC in designing and implementing legal strategy to significantly expand its business in New York State.
Developed and implemented strategy to authorize and regulate the sale of financial guaranty insurance in New York State.
Represented Lloyd’s and other European reinsurers on a multiyear effort to modernize U.S. reinsurance collateral rules.
Designed and implemented strategies to establish the statutory framework for the regulation of hard-to-place risks in New York State.
